When more people use active travel, our streets become less congested with traffic, our impact on the environment shrinks, and Edmonton becomes a healthier, more livable and more vibrant place to live.

Exclusion Zones

The City is introducing areas where riding and parking e-scooters and e-bikes is not permitted. Exclusion zones will help keep high-traffic areas safe and clear while promoting the use of shared pathways.

Riding and parking shared e-scooters and e-bikes is not permitted on Whyte (82) Avenue between 112 Street and 97 Street. Intersections and cross streets will still be available to cross Whyte Avenue.

Riders are encouraged to use the protected bike lane on 83 Avenue when riding in the area.

Shared Micromobility Programs

Shared micromobility programs, like e-bikes and e-scooters, encourage people to walk, cycle and take public transit more often. They bridge gaps in travel that personal vehicles, transit, or infrastructure may not cover.

We will work with the approved vendors, Bird Canada, Lime and Neuron to encourage Edmontonians to watch out for each other and to ride with care.

How We Roll

We want everyone to share the space safely while having fun and riding with care. Parking and riding rules are in place to make sure that everyone can move safely around on bikes, e-bikes and e-scooters.

Where to Ride: You can enjoy riding a shared e-bike or e-scooter along shared pathways, bike lanes and roads with a speed limit of 50km/h or lower. They are not permitted on sidewalks or along park trails not maintained by the City.

Where to Park: Please ensure you do not block building doors or sidewalks when parking e-bikes and e-scooters and do not park on trails not maintained by the City.

Where can I find e-scooters and e-bikes?

E-scooters and e-bikes can be located using the related vendor’s mobile app.

Where can shared e-bikes and e-scooters be parked?

It’s important to ensure that shared e-bikes and e-scooters are not blocking doors or obstructing sidewalks and paths.

The related vendor can answer concerns about:

Device conditions
Parking, placement, and clutter of devices
Payment and account issues

Please park using the following guidelines:

Park in an upright position, with all wheels touching the ground
When parking on a sidewalk, you must be at least 0.5 metres from a curb and there must be a 1.8 metres clearance for people to walk along the sidewalk
When parking on parkland, do not park within a metre of a shared pathway or trail
When parking e-scooters and e-bikes at a Transit Centre or Community and Recreation Facility, only park in areas designated for bike parking without obstructing other bikes or the bike racks; do not park in the car stalls
When sidewalks are less than 1.8 metres in width or in neighbourhoods with rolled curbs, you may park in the parking lane rather than on the sidewalk, provided it is within one vehicle width of the curb and not within
- An E-Park zone
- No parking zone
- No stopping zone
- Disabled parking zone or
- Loading zone

Do not:

Park in an area which will block people walking, biking or driving
Block doors, emergency exits, ramps, handrails, bus benches or bus shelters
Park in a bike lane, shared pathway, alley or loading zone; on a bridge or in a median island
Park inside a Transit Centre or Community and Recreation Facility, on an LRT platform, or take it onto a bus*
Park within:
- 1.5 metres of benches, E-Park pay stations, transit signs, call boxes, crosswalk buttons, utility box or poles
- Five metres of a fire hydrant or fire department connection
- One metre of a shrub bed, tree, or naturally occurring vegetation other than grass

*The bike racks on buses are not designed to carry e-scooters. You may walk your e-scooter through LRT stations and onto trains outside peak hours Monday to Friday (7:30-9am and 4-5:30pm) and on weekends or holidays. Please note the meter on the e-scooter will continue to run while riding the LRT.

Where can privately-owned, personal e-scooters be ridden in Edmonton?

The types of vehicles permitted on public streets, bike lanes and on sidewalks are regulated by the Province of Alberta. The use of privately owned e-scooters on City of Edmonton property, such as on streets, bike lanes and sidewalks is currently prohibited because the Traffic Safety Act does not include the use of private e-scooters, or other electric micro-mobility options such as a Onewheel device.

Shared e-scooters are permitted in bike lanes and on roads with a speed limit of 50 km/h or less because the province allowed the City of Edmonton an exemption for approved and licensed vendors to operate e-scooters through an active transportation vehicle-sharing program.

The approved vendors are currently Bird Canada, Lime and Neuron. Both vendors have a licence that allows them to operate until December 31, 2026.

How are we encouraging safe and responsible use?

We are actively working with vendors to encourage safe behaviours and discourage disruptions such as riding e-scooters and e-bikes on sidewalks and parking in places which block sidewalks and doors.

Education and Awareness
Both vendors have in-app education for all riders to reinforce bike lane locations to discourage sidewalk and impaired riding and to encourage responsible parking practices. Vendors also communicate rules and etiquette to their customers through email, stickers which serve as prompts on the vehicles, instruction tags attached to their e-scooters, public education events and “Safe Streets” patrols. The City reinforces safety messaging through the City website and social media advertising.
Limiting Speeds in High Pedestrian Areas
There are various areas where scooters do not operate at full speed, using geo-fence technology. This applies to Whyte Avenue, Jasper Avenue and other high pedestrian areas. More areas can be geo-fenced as required by the City.
Enforcement
City of Edmonton’s Peace Officers will enforce the rules governing the use of e-scooters and e-bikes on sidewalks, parkland and shared pathways when coming across violations. Peace Officers may incorporate e-scooter and e-bike infraction tickets and warnings into their existing patrol activities, however they focus on education rather than ticketing to encourage safe rider behaviour.
Scooter Collection
Vendors will pick up e-scooters and e-bikes if they are damaged, outside of their operational zone, improperly parked, or to charge their batteries. We encourage people to contact the vendor directly if there are e-scooters or e-bikes parked incorrectly or cluttering a location.
Corrals
While Lime, Bird Canada and Neuron vehicles may be parked anywhere within their zones, corral locations serve as collection areas for vendors and riders to place their e-scooters and e-bikes. Corral locations will be shared and more will be added as they are installed.

How do e-bike and e-scooter shares work?

You can create an account with one of the City's approved vendors and download their mobile app to locate and unlock an e-bike, or e-scooter.

Safe Travel Tips

Have fun and ride with care in Edmonton! Getting around safely, no matter how you are travelling, is a shared responsibility. Remember these tips as you move around.

In your car:

Expect and look for people on e-scooters, e-bikes and bikes. Remember, e-scooters and e-bikes can travel along bike lanes, shared pathways, and roads with a speed limit of 50km/h or less.

On a shared e-bike or e-scooter:

Read the operation instructions provided by the vendor carefully to ensure you’re comfortable before you travel.
When crossing intersections, alleys, and access-ways, scan your path to make sure people driving see and yield to you.
Use the bell on the handlebar to alert others on bike lanes and shared paths if you plan to overtake and pass them. Always pass on the left. All shared bikes, e-bikes, and e-scooters will be equipped with bells.
Use the appropriate hand signals and shoulder check before turning or changing lanes.
Move off the path to the right when stopping.
Avoid using your cell phone or other hand-held technology while you are in motion.
Obey all traffic signs and signals.
Only one rider per e-scooter or e-bike.
Do not be under the influence of alcohol or drugs.

Age Restrictions

Currently, Bird Canada, Lime and Neuron require riders to be 18 years old to operate shared e-bikes and e-scooters.

Helmet Regulations

Wearing a helmet lowers the risk of a head injury in case of a collision or fall. Wearing a helmet when riding a bike or e-bike is mandatory, and is a good idea when riding an e-scooter. There are no current provisions through the Traffic Safety Act for electric scooter users. The City of Edmonton strongly recommends wearing a helmet when riding any active mode of transportation, including e-scooters.

Mandatory to wear an approved helmet:

When riding power bicycles (e-bikes) regardless of age
When riding all types of bicycles if the rider is under 18

When riding e-scooters

Bicycles are classified as vehicles under the Alberta Traffic Safety Act and cyclists must obey the Provincial laws regarding helmets. For helmet specifications to meet Canadian safety standards, review the Alberta Traffic Safety Act, Part 6, Division 5, Sections 111 and 112.

How do I report an e-bike or e-scooter that is left on my property, is blocking the sidewalk or when there are issues related to clutter?

Contact the vendor directly to report an improperly parked or derelict vehicle
Licensed vendors are required to report parking issues, known collisions, accidents, or injuries, and complaints regarding the vehicles to the City

Educational Signs and Posters

Signs are now available to reinforce how to pass, ride and park safely while using shared scooters and bikes. The signage is temporary and will appear in priority areas over the coming weeks. These resources work alongside rider-focused in-app education to increase awareness of where to ride and park safely.

Frequently Asked Questions

Why are e-scooters restricted to roads with speed limits of 50 km/h or less?

Roads with a speed limit higher than 50km/h generally have more traffic and where the speed difference between e-scooters and automobiles is quite large. These conditions can make it very unsafe for people on e-scooters. However, most of Edmonton’s road system has speed limits that are 50 km/h or less, so people have plenty of choice in routes to take.

Are e-scooters required to have the same equipment as bicycles, such as bells?

Yes, as with bicycles, e-bikes and e-scooters will be equipped with a working bell or horn to alert pedestrians before they are overtaken.

E-scooters will also be equipped with a hand brake and outfitted with the following protective items so they are suitable for road use, as per provincial regulations:

One or two headlamps
One or more red tail lamps
One or more rear reflectors

What is the difference between a regular bicycle, an e-bike and an e-scooter?

A regular bicycle requires you to pedal to make it move. An e-bike has a small electric motor that can provide some power to move through pedaling. An e-scooter can be moved by either kicking or turning on a small electric motor using a push button usually found on the handlebars.

Do I need to hold an operator’s licence to operate an e-bike?

No, an operator’s licence is not required.

What is the minimum driving age for an e-scooter or e-bike?

Riders must be aged 18 or older. A child cannot be a passenger.
