Building a Project Vision Together and Exploring Opportunities - February 2026

During this stage, we commit to using your community’s input to refine the Project Team’s understanding of specific opportunities for improvements and how the Vision and Guiding Principles are applied to your neighbourhood. This input helps the Project Team create a design that reflects your neighbourhood’s unique local context, priorities and considerations.

It’s now time to start Building a Project Vision Together and Explore Opportunities for Beacon Heights Neighbourhood Renewal.

The Project Team wants to understand:

  • How you experience getting around: Walking, rolling, biking and driving
  • How people move in your neighbourhood
  • Where people access services and recreation
  • How people feel about safety, neighbourliness and sense of community
  • What is unique about your neighbourhood

About the Project 

Neighbourhood reconstruction rehabilitates residential roads, replaces street lights, sidewalks, curbs, and gutters, and adds missing sidewalk links, where possible. Other opportunities to improve how people walk, bike, drive and gather in the neighbourhood, and how they enjoy City-owned parks and open spaces are also explored.

As part of Beacon Heights Neighbourhood Renewal, some of the alleys in the Business Improvement Area (BIA) between 118 Avenue and 119 Avenue will be renewed. Alley Renewal in the BIA will involve alley reconstruction and repaving and improvements to surface drainage, where possible. The scope area of the Alley Renewal work is still being confirmed and will be shared when complete.

At the beginning of the project, the project team will work with the community to refine a project Vision and Guiding Principles. People who live, work and play in Beacon Heights will be asked for regular feedback on the different stages of the project.

Cost-sharing opportunities will be made available through the Local Improvement process for sidewalk reconstruction and decorative street light upgrades in the neighbourhood. All arterial roads and alleys north of 119 Avenue are not included in the scope of work.

Planning and design has begun and is expected to continue through the end of 2027.

Construction is currently planned for the next budget cycle (2027-2030). The exact start date will be confirmed closer to the completion of the design phase.

Working Together to make the most out of your neighbourhood 

This is your city and your neighbourhood. We want to understand how you experience your neighbourhood and ask for your input on what we might do to make it better. 

We will engage and work with you on the renewal of roads, sidewalks, alleys, street lights and park spaces and promote other community opportunities to enhance how people live and interact in your neighbourhood.

We commit to being open and transparent about how your input is used. Let’s make the most out of your neighbourhood. 

How to Get Involved

We have created a road map to help you and your neighbours understand the steps of the renewal process and how you can participate. At each step we will tell you what the purpose is and how your input will inform the decisions being made. We commit to report back on how we used your input.

Concept Phase

The Concept phase is when we need to hear from you the most. We need your help to co-create a vision and guiding principles, explore opportunities, and explore options and tradeoffs. These are the most important pieces for your neighbourhood renewal and will be used to create a draft design to best meet your neighbourhood needs.
 

Design Phase

During the Design phase, we want your input on the refined designs for your neighbourhood. Your feedback will be incorporated into the final design, alongside technical requirements and City policies. These designs were created from the vision and guiding principles we co-created together. You shared your input, we incorporated your feedback, now we build.

Build Phase

During the Build phase, we want to hear your concerns about how construction may affect your private property.

Project History

October 2025

In preparation for Neighbourhood Renewal in Beacon Heights, some activities are beginning in your neighbourhood after Thanksgiving. 

You may see a Refelktar truck in the neighbourhood doing LiDAR imaging. This scan picks up information about road widths, curb locations, park features, boulevard tree locations and sidewalk details. You may also notice markings on the roads at intersections - some look like a large V - these are used to support the imaging. There will also be survey crews installing metal pins and completing a manual survey.

Utility location work is also getting underway. Paint markings will start appearing in alleys and flags of different colours will be placed showing the location of underground utilities. Narrow holes will be dug in alleys to locate underground utilities, and then these holes will be filled. During this time, you will see the following vehicles: Inertia Hydrovac trucks, Telecom locator vehicles, survey crew vehicles, and other utility vehicles.
