Overlanders and Homesteader have been chosen for Neighbourhood Renewal. Planning and design is currently underway.

Construction Update - April 2025

It’s the first year of Overlanders and Homesteader Neighbourhood Renewal and we are scheduled to start in Overlanders in April 2025! Work will consist of reconstruction and paving of the roads, removal and replacement of public sidewalk, curb, gutter and street lighting.

This year, the majority of construction will take place south of Hermitage Road.

The City of Edmonton and EPCOR are working together to construct Low Impact Development (LID), which will help with stormwater retention and help mitigate flooding.

If you live in the 2025 construction area, please watch your mailbox for construction bulletins that will provide more information along with details on landscaping and access. All residents and business owners are asked to access their homes and businesses through the back entrances and alleys, where possible, during construction. If no alley access is available and/or you have special access requirements (i.e. DATS or a temporary access ramp to the front of your home), please contact the construction Project Manager, Jamal Mohamed, 780-496-4055, to coordinate.

Construction in Overlanders will begin in spring 2025 and is expected to take 2 years (planned completion fall 2026).

About the Project

Neighbourhood Renewal rehabilitates residential roads, replaces street lights, sidewalks, curbs and gutters, and adds missing sidewalk links, where possible. Other opportunities to improve how people walk, bike, roll, drive and gather in the neighbourhood, and how they enjoy City-owned parks and open spaces are also explored.

A series of public events were scheduled by the project team to give residents the opportunity to build a project vision and guiding principles together and provide regular feedback on the different stages of the project including design.

Cost-sharing opportunities will be made available through the local improvement process for sidewalk reconstruction and decorative street light upgrades in the neighbourhood. Arterial roads and alleys are not included in the scope of work.

Homesteader Park Tree Removal

Residents shared overwhelming support for widening existing sidewalks in Homesteader Park to accommodate new shared pathways during the Community Feedback on Draft Design stage of engagement.

As the Project Team continues to develop the final neighbourhood design, the City’s forestry team determined some trees in Homesteader Park will need to be removed or pruned to accommodate the new shared pathways.

The trees are mainly located on the west perimeter of the park
Suitable tree species will be planted to offset any trees that are removed
A notification letter was sent to the community in April 2024

Local Improvement Options

A Local Improvement is a construction project undertaken near or adjacent to residents’ properties which is considered more beneficial to the property owner and local area than to the City as a whole. All property owners have the right to petition against any Local Improvement. The petition process is guided by the provincial Municipal Government Act as well as City policies and procedures. Information on the petition process will be delivered in early 2025.

Two cost-sharing Local Improvement opportunities are available through Neighbourhood Renewal: sidewalk reconstruction and decorative street lights. These include upgrades to decorative street lights and sidewalks.

The residents of Overlanders and Homesteader did not express interest in pursuing decorative street lights. Standard galvanized steel street lights will be installed at no extra cost to property owners.

The sidewalk Local Improvement package is expected by mail in January 2025.

Decorative Street Blades

As part of the Overlanders and Homesteader Neighbourhood Renewal, the community has the option to receive decorative street blades throughout the neighbourhood at no additional cost to property owners. Through voting online and at a public engagement event, community members have selected the black option.

Local Improvements

Working Together to Make the Most out of Your Neighbourhood

The Building Great Neighbourhoods project team are genuinely interested guests, stepping into your neighbourhood like a visitor in your home. We want to learn and appreciate how you live and what you value in your community. Through public engagement, we will gain an understanding about what you need and value in your neighbourhood.

We seek to involve you in decision-making to shape the vision for engagement and neighbourhood improvements. Working together, we can make the most out of your neighbourhood.

How to Get Involved

We have created a road map to help you and your neighbours understand the steps of the renewal process and how you can participate. At each step we will tell you what the purpose is and how your input will inform the decisions being made. We commit to report back on how we used your input.

Concept Phase

The Concept phase is when we need to hear from you the most! We need your help to co-create a vision and guiding principles, explore opportunities, and explore options and tradeoffs. These are the most important pieces for your Neighbourhood Renewal and will be used to create a draft design to best meet your neighbourhood needs.

Design Phase

During the Design phase, we want your input on the refined designs for your neighbourhood. Your feedback will be incorporated into the final design, alongside technical requirements and City policies. These designs were created from the vision and guiding principles we co-created together. You shared your input, we incorporated your feedback, now we build!

Preparing for Construction – February 2025

Planning and design has been underway for Overlanders and Homesteader Neighbourhood Renewal since fall 2022. The Project Team has worked to create a design that meets current City standards, policies and technical considerations and considers public input.

We presented the final design to the community in November 2024 and the engagement summary is now ready.

Now the time has come to start preparing for construction.

We invite you to learn and ask questions about construction and share your feedback and perspectives to identify potential impacts you may experience during construction.

Neighbourhood Renewal construction in Overlanders is scheduled to begin in spring 2025 with anticipated completion in fall 2026. Homesteader construction is anticipated to begin in spring 2027 with anticipated completion in fall 2029.

A Preparing for Construction event is planned for early 2027 for the residents of Homesteader.

We commit to considering feedback to refine the draft design to reflect the Vision and Guiding Principles for Overlanders and Homesteader.

Exploring Options and Tradeoffs - June 2023

The online survey closed on June 28, 2023 and we appreciate everyone who took the time to provide their feedback through the in-person event, the survey, emails and phone calls with the Project Team. We will use City Policy, technical analysis and your input to create a draft design to share with your community in late 2023.

Building a Project Vision Together and Exploring Opportunities - December 2022

Thank you to everyone who engaged with us on the Building a Project Vision Together and Exploring Opportunities stages of the project. The online survey closed on December 7, 2022 and we appreciate everyone who met with us and took the time to provide their feedback. The feedback gathered will be used to create a draft project Vision and Guiding Principles and to develop design options for improvements in the neighbourhood.

As we move forward into our Exploring Options and Tradeoffs stage of engagement we look forward to having a conversation with residents about the benefits and trade-offs of potential options. We will use the feedback from this conversation to identify what the community, as a whole, deems important to maintain and what is flexible when we REFINE the Neighbourhood Renewal design.

We will use City Policy, technical analysis and your input to create a draft design to share with your community in the fall of 2023. Please see the Scope Map for details.

Starting the Conversation - October 2022
