Hairsine has been chosen for Neighbourhood and Alley Renewal. Construction is anticipated to begin spring 2024.

Construction Update - April 2025

It’s the second year of Hairsine Neighbourhood Renewal and we are scheduled to start in April 2025! Work will consist of reconstruction and paving of the roads, removal and replacement of public sidewalk, curb, gutter and street lighting, and park lighting.

This year, the majority of construction will take place from West of Victoria Trail to 36 Street between 139 Avenue and 144 Avenue. Please view this scope map to see the 2025 construction area. Work will also happen in the Hairsine Park.

Parts of the 2024 construction area may also require sod. Once the weather warms up, typically in early May, the landscape subcontractor will be completing the topsoil and sod placement.

For those who live in the 2025 construction area, the landscaping work is scheduled to start after installation of new concrete sidewalks. Landscaping work is highly dependent on weather and sod availability.

The City of Edmonton and EPCOR are working together to construct Low Impact Development (LID), which will help with stormwater retention and help mitigate flooding.

Please watch your mailbox for construction bulletins that will provide more information along with details on landscaping and access. All residents and business owners are asked to access their homes and businesses through the back entrances and alleys, where possible, during construction. If no alley access is available and/or you have special access requirements (i.e. DATS or a temporary access ramp to the front of your home), please contact the Construction Project Manager, Sharad Dhakal, sharad.dhakal@edmonton.ca, phone number 780-496-4055, to coordinate.

Construction in Hairsine began in 2024 and is expected to take 2 years (planned completion 2025). Neighbourhood renewal in Hairsine is progressing on time and on budget.

Local Improvement Options

A Local Improvement is a construction project undertaken near or adjacent to residents’ properties which is considered more beneficial to the property owner and local area than to the City as a whole. These include upgrades to street lights and sidewalks.

Residents in Hairsine chose not to pursue decorative street lights, but had the opportunity to participate in the sidewalk Local Improvement decision.

Property owners were mailed a local improvement package dated January 18, 2024 which included information about the sidewalk reconstruction Local Improvement and a form for those who wished to petition against. The 30-day petition period has since expired. Since the City did not receive majority (50% +1) petitions against the Local Improvement, sidewalk reconstruction will take place in all project areas over 2 years of construction for the neighbourhood.

Local Improvements

About the Project

Neighbourhood Renewal rehabilitates residential roads, replaces street lights, sidewalks, curbs and gutters, and adds missing sidewalk links, where possible. Other opportunities to improve how people walk, bike, roll, drive and gather in the neighbourhood, and how they enjoy City-owned parks and open spaces are also explored.

Alley Renewal will be included as part of the neighbourhood reconstruction. Alley Renewal involves alley reconstruction and repaving, improvements to surface drainage where possible, and upgrading of existing alley lighting to LED fixtures. Utility assessments and repairs, along with removals and pruning of trees and shrubs, are also completed.

A series of public events will be scheduled by the project team which will give residents the opportunity to build a project vision and guiding principles together and provide regular feedback on the different stages of the project including design.

Arterial roads are not included in the scope of work.

We want to learn and appreciate how you live and what you value in your community. Through public engagement, we will gain an understanding about what you need and value in your neighbourhood.

We seek to involve you in decision-making to shape the vision for engagement and neighbourhood improvements. Working together, we can make the most out of your neighbourhood.

How to Get Involved

We have created a road map to help you and your neighbours understand the steps of the renewal process and how you can participate. At each step we will tell you what the purpose is and how your input will inform the decisions being made. We commit to report back on how we used your input.

Concept Phase

The Concept phase is when we need to hear from you the most! We need your help to co-create a vision and guiding principles, explore opportunities, and explore options and tradeoffs. These are the most important pieces for your Neighbourhood Renewal and will be used to create a draft design to best meet your neighbourhood needs.

Design Phase

During the Design phase, we want your input on the refined designs for your neighbourhood. Your feedback will be incorporated into the final design, alongside technical requirements and City policies. These designs were created from the vision and guiding principles we co-created together. You shared your input, we incorporated your feedback, now we build!

Construction Update - November 2024

Neighbourhood Renewal construction in Hairsine Neighbourhood has wrapped up for the 2024 construction season!

2024 construction began in June and was finished the second week of October. The 2024 construction season was a success and we completed all planned construction including the reconstruction of roads, sidewalks, curbs and gutters, landscaping, and related work in the following areas:

36 Street to Victoria Trail between 137 Avenue and 139 Avenue
139 Avenue from JD Bracco School area to 36 Street
36 Street roundabout

New street lights in the above-mentioned areas have not been completed at this time. The outstanding work will be ongoing this fall and winter. Parts of the 2024 construction area may also require sod. Once the weather warms up, typically in early May, the landscape subcontractor will be completing the topsoil and sod placement. By waiting until spring, the sod is more likely to establish.

Neighbourhood renewal work will resume in Hairsine the first week of May 2025, weather permitting. The planned scope for 2025 will include reconstruction of roads, sidewalks, curbs and gutters, landscaping, new street lights and park lights in the following areas:

139 Avenue from JD Bracco School area to Victoria Trail
Hairsine Park

Prior to work resuming, construction notifications will be delivered to impacted residences.

Thank you for your patience and understanding as we completed another successful year of neighbourhood renewal construction. Construction in the Hairsine neighbourhood began in spring 2024 and is expected to take 2 years (planned completion fall 2025).

Construction update - October 2024

All drainage, road paving and sidewalk work in the Year 1 scope area is now complete. Landscaping work is nearing completion and is on target to be done by the end of fall 2024.

Preparing for Construction - January 2024

Planning and design has been underway for Hairsine Neighbourhood and Alley Renewal since February 2022. The Project Team has worked to create a design that meets current City standards, policies and technical considerations and considers public input.

We presented the final design to the community in October 2023 and now the time has come to start Preparing for Construction!

We invite you to learn and ask questions about construction and share your feedback and perspectives to identify potential impacts you may experience during construction.
