Pleasantview neighbourhood renewal construction is mainly complete.

Construction update - August 2024

Pleasantview Neighbourhood Renewal includes reconstruction and paving of the roads, removal and replacement of public sidewalks, curbs, gutters and street lighting.

So far in 2024, construction in the following areas is complete:

60 Avenue west of 110 Street road work
60 Avenue from 110 Street to 109 street traffic circle road work
60 A Avenue from 61 Avenue to 106 Street road work
Raised crosswalks along 109 Street
Installation of the official off-leash dog park fence, gates and site furniture

Concrete, road and landscaping work is set to be complete before the end of the year on 60 Avenue from 110 Street to 111 Street, as well as concrete median and asphalt work on 109 Street from 60 Avenue to 61 Avenue.

Thank you for your patience and understanding as we complete the remaining scope of work. Construction in Pleasantview neighbourhood began in summer of 2022 and is now complete, except for the locations identified above.

About the Project

The Neighbourhood Renewal program will rehabilitate roads, replace street lights, curbs and gutters, repair sidewalks, and connect missing sidewalk links where possible. Other opportunities to improve parks and public spaces will also be explored.

Cost sharing opportunities will be made available through the Local Improvement process for sidewalk reconstruction and decorative street light upgrades in the neighbourhood. Arterial roads and alleys are not included in the scope of work.

A series of public events will be scheduled by the project team which will give residents the opportunity to build a project vision and guiding principles together and provide regular feedback on the different stages of the project including design.

Project History

Construction Update - May 2024

Pleasantview Neighbourhood Renewal start in May 2024! Work will consist of reconstruction and paving of the roads, removal and replacement of public sidewalks, curbs, gutters and street lighting.

The planned scope for 2024 will include:

60 Avenue west of 110 Street road work
60 Avenue from 110 Street to 109 street traffic circle road work
60 A Avenue from 61 Avenue to 106 Street road work
Raised crosswalks along 109 Street
Installation of the official off-leash fence, gates and site furniture
Warranty on Concrete, Road, Landscaping

To facilitate construction in the off-leash park, the entire park will be closed starting on May 15 for a period of four weeks.

Parts of the 2023 construction area may also require sod. Once the weather warms up, typically in early June, the landscape subcontractor will be completing the topsoil and sod placement. By waiting until summer, the sod is more likely to establish.

Construction Update - November 2023

Neighbourhood Renewal construction in Pleasantview has wrapped up for the 2023 construction season.

The 2023 construction work began in April and was finished the second week of November. The 2023 construction season was a success and we completed all planned construction including:

The reconstruction of roads, sidewalks, curbs and gutters and new street lights in the following areas:
- 106 Street to 111 Street between 51 Avenue and 61 Avenue

There are some areas in the 2023 construction area that were not completed. Those include:

60 Avenue west of 110 Street road work
60 Avenue from 110 Street to 109 Street traffic circle road work
60A Avenue from 61 Avenue to 106 Street road work
Installation of the official dog park fence, gates and site furniture

The outstanding work will be completed when construction resumes in 2024. Parts of the 2023 construction area may also require sod. Once the weather warms up, typically in early May, the landscape subcontractor will be completing the topsoil and sod placement. By waiting until spring, the sod is more likely to establish.

Neighbourhood renewal work will resume in the Pleasantview neighbourhood in the first week of May 2024, weather permitting. The planned scope for 2024 will include:

60 Avenue west of 110 Street road work
60 Avenue from 110 Street to 109 Street traffic circle road work
60A Avenue from 61 Avenue to 106 Street road work
Installation of the official dog park fence, gates and site furniture

Construction notifications will be delivered to affected residences before the work resumes.

Thank you for your patience and understanding as we completed another successful year of neighbourhood renewal construction. Construction in the Pleasantview neighbourhood began in the summer of 2022 and is now complete, except for the locations identified above.

The project is in the warranty phase.

Construction update - April 2023

Neighbourhood renewal work will resume in Pleasantview the week of April 25, weather permitting.

The planned construction area for 2023 is 106 Street to 110 Street, from 51 Avenue to 61 Avenue, and will include the reconstruction of roads, sidewalks, curbs and gutters and new streetlights. In addition, we will be completing:

Boulevard tree plantings along 52 Avenue, 104A Street, 55 Avenue, Allard Way and 105 Street in summer 2023
111 Street shared pathway
Improvements to the following open spaces in the neighbourhood:
- Angus Murray Park
- Pocket park (60 Avenue between 106 and 107 Street)
- Pocket park (61 Avenue and 105B Street)
- Pocket park (105 Street between 54 and 55 Avenue)
- Pocket park (105A Street between 53 and 53A Avenue)
- Mount Pleasant Park
- 61 Avenue green space between 109 Street and 111 Street
Sod deficiencies - we will be inspecting in June and replacing any deficient sod in July

If you live in the construction area, you will receive an additional construction notice, before the work begins, that provides more information on what to expect during construction.

Thank you for your patience and understanding as we completed another successful year of Neighbourhood Renewal construction. Construction in Pleasantview began in spring 2022 and is expected to take two years.

Neighbourhood renewal in Pleasantview is progressing on time and on budget.

Construction Update - November 2022

Neighbourhood renewal work is complete for 2022 in Pleasantview! Construction began on April 18 and was completed on October 31. During the 2022 construction season, we completed the following:

51 Avenue to 61 Avenue from 106 Street to 104 Street including: reconstruction of roads, sidewalks, curbs and gutters and new streetlights
106 Street retaining wall from 53 Avenue to 56 Avenue
Shared-use path along 51 Avenue from 106 Street to Allard Way
Shared-use paths within Mount Pleasant School fields

Planned work for 2022 that was not completed includes concrete and road work for 106 Street from 51 to 61 Avenue. It has been deferred to May 2023 in order to coordinate with the retaining wall construction. Boulevard tree plantings will be planted along 52 Avenue, 104A Street, 55 Avenue, Allard Way and 105 Street in summer 2023.

We are pleased to report that with the completion of 2022 work, Pleasantview remains on schedule with a planned completion date of December 2023.

Construction Update - June 2022

Beginning this spring, Pleasantview will be experiencing Neighbourhood Renewal construction.

Work is underway which will temporarily impact the mobility network surrounding 106 Street from 53 to 56 Avenue. The construction work consists of the removal and replacement of public sidewalks, curbs and gutters, street lighting, reconstruction and paving of the road, retaining wall construction and constructing raised bike facilities.

106 Street Construction Impacts

Work is underway which will temporarily impact the mobility network surrounding 106 Street from 53 to 56 Avenue. The first stage of construction is to construct a retaining wall along the west side of 106 Street from 54 to 56 Avenue. The work started on May 19, 2022, with anticipated completion at the end of October 2022.

On-street signage will direct people walking, rolling, cycling and driving to alternative routes.

Maintaining the Mobility Network

The City of Edmonton is committed to maintaining safe and efficient travel for all. Detours will be in place to support the safe movement for people walking, using mobility aids and biking.

While Walking and Rolling
While walking and rolling (strollers, wheelchairs and walkers) pedestrians of all ages and abilities are directed to use the sidewalk on the east side of 106 Street.

While Driving
Vehicle traffic will be impacted and will be directed to alternative routes with on-street signage:

Southbound vehicle closure with detours along 56 Avenue, 105 Street and 55 Avenue to Calgary Trail
Northbound vehicle closure with detours along 53 Avenue, 105 Street, 56 Avenue to 106 Street
Vehicles will still have access to Mount Pleasant Cemetery and Mount Pleasant Daycare with the full road closure

While Cycling
To enhance the comfort and safety of this bike detour along local roadways, the following measures will be in place:

Southbound & northbound dedicated bike lane on existing northbound bike lane

Preparing for Construction - March 2022

In the spring of 2022, the Project Team hit the streets in Pleasantview to bring the final neighbourhood designs to life.

As part of the design for Pleasantview, the Project Team identified that City-owned tree(s) may be removed starting the week of March 28, 2022, prior to the start of construction.

In the interest of maintaining canopy cover within the neighbourhood, several new trees were planted. Every effort was made to protect the existing trees while meeting the Vision and Guiding Principles for the Pleasantview Neighbourhood Renewal project.

Project Update - March 2022

Thank you to everyone who attended the Preparing for Construction Online Information Session.

Beginning in the spring of 2022, the Project Team will soon be hitting the streets in Pleasantview to bring the final neighbourhood designs to life.

We presented the final neighbourhood design to the community in August 2021. The Project Team has provided additional details and incorporated a few changes since then, including a finalized design for 106 Street. Construction is ready to begin!

What We Heard Report

Local Improvement Decision

Residents in Pleasantview had the opportunity to participate in the Local Improvement decision.

Property owners were mailed a local improvement package dated January 20, 2022 which included information about the sidewalk reconstruction Local Improvement and form for those who wished to petition against. The 30 day petition period has since expired. Since the City did not receive majority (50% +1) petitions against the Local Improvement, sidewalk reconstruction will take place in all project areas over two years of construction for the neighbourhood.

The project team is working hard to ensure construction in your neighbourhood is ready to begin in 2022.

Local Improvements Update

In October 2021, a decorative street lighting Expression of Interest package was sent to all registered property owners in the neighbourhood. More than 50%+1 of the received responses were not in support (“no”), so the decorative street light Local Improvement will not be proceeding. Street lights will be replaced as part of the Pleasantview Neighbourhood Renewal with standard galvanized poles and energy-efficient LED lights.

Property owners in the neighbourhood will be receiving a package in the mail with information on the sidewalk reconstruction Local Improvement, and how to participate in the decision.

The project team is working hard to ensure construction in your neighbourhood is ready to begin in 2022.

Update on Decorative Street Lights

Reminder to complete and return your Expression of Interest Form!

Through the Pleasantview Community League, a decorative street light committee was created which collected community input on a choice of decorative street lighting for Pleasantview. The updated final option the Pleasantview Community League submitted to the City was Standard Street Light and Luminaire - Powder Coated Black.

In late October 2021 an Expression of Interest Package was sent to all registered property owners. This is an opportunity for property owners to submit their interest in supporting or not supporting the decorative street light option for the entire Pleasantview neighbourhood.

Property owners can return their completed form selecting whether they support or do not support decorative street lights to the City of Edmonton by November 30, 2021. If the City receives sufficient support from the community the local improvement process will begin.

Project Update - August 2021

Thank you to everyone who engaged with us virtually on Pleasantview’s Final Design stage of the project.

The online survey closed on August 12, 2021 and we appreciate everyone who took the time to provide their feedback, through the online event, the survey, emails and phone calls with the project team. Your input is important as we move toward finalizing the design and the scheduled 2022 construction start date for your neighbourhood renewal.

The project team will review all of the feedback provided, along with technical information and City policies and programs, for consideration into the final design.

Decorative Street Lighting

New galvanized street lights are included in your neighbourhood renewal at no additional cost to property owners. However, some neighbourhoods choose to pay for a decorative street light upgrade and the cost of the upgrade is charged to the property owners as a Local Improvement.

Street light options include pole colour and type, arm style and style of light fixture.

Decorative Street Light Committee

Through the Pleasantview Community League, a decorative street light committee was created which collected community input on a choice of decorative street lighting for Pleasantview. The selected option submitted to the City was black powder coated; octagonal pole; Heritage decorative arm and Renaissance light fixture. In the coming months the City will provide an Expression of Interest Package to all registered property owners. Property owners will then return their completed notice selecting whether they support or do not support decorative street lights. If the City receives sufficient support from the community the local improvement process will begin.

Project Update - March 2021

Work is happening behind the scenes on Pleasantview’s Neighbourhood Renewal. Your Project Team is currently working on the final design for your neighbourhood and will be sharing it with you in summer 2021.

Decorative Street Lighting

Standard street lights will be replaced as part of the Neighbourhood Renewal process. However, property owners in each neighbourhood undergoing renewal have the opportunity to upgrade to their community’s choice of decorative street lights through a community-initiated local improvement process.

A committee of residents and property owners in Pleasantview is working on selecting a decorative streetlight option to submit to the City for consideration. They will be submitting their choice to the City by June 30 and we will be sharing with you during upcoming community engagements.

Community Feedback on Draft Design - December 2020

Thank you to everyone who engaged with us virtually during the Community Feedback on the Draft Design stage of the project as we adjusted our engagement practices as a result of COVID-19.

The Draft Design shows how the proposed changes for walking, biking, driving and playing in Pleasantview will work together to provide the best neighbourhood experience for all users, balancing the needs of today and into the future.

The online survey and Ask A Question tool closed on December 2, 2020 and we appreciate everyone who took the time to provide their feedback. The feedback gathered, along with City policies and programs and technical requirements, will be used to develop the final design for the neighbourhood which will be shared in spring 2021.

What We Heard

Project Update - August 2020

Thank you to everyone who engaged with us virtually on the design options for Pleasantview (see Engagement Summary and What We Heard report).

During the online events, the project team presented design options, along with associated benefits and trade-offs, that are being considered for the neighbourhood. These include traffic calming, pedestrian sidewalks and crossings, bike facilities, and design options for parks and open spaces.

The feedback gathered through the questions asked at the events and in our Question and Answer tool, as well as through the online survey, will be used as we move toward the development of a draft design for the neighbourhood.

An online Visioning survey was implemented in September and 2019 and a Community Walk and Ideas Workshop was held in November to help us to better understand the concerns and issues within the neighbourhood, as well as your views and desires for the future.
