Community Safety Neighbourhood Response guide overview.

The City developed a Neighbourhood Response Guide that helps you make the right call at the right time. It covers a range of situations from witnessing vandalism, intoxication and substance abuse to property and business concerns and provides tangible steps to increase safety and minimize risk.

Over-Serving Alcohol

You witness the continued serving of alcohol to individuals who are clearly intoxicated, e.g. slurred speech, stumbling/falling or aggressive behaviour.

You observe labour being exchanged for alcohol.

Illegal Gambling

You see “under the table” gambling:

Park, Sidewalk or Road Damage

You see a sidewalk that needs repair or a road with potholes:

  • 311 App — Choose New Request, Roads & Sidewalk Maintenance and choose the appropriate option. Take a photo and fill out the online report
  • Call 311 — Then provide the requested information

You see an unkept public park:

Wild Animal In City Limits

You see a wild animal within city limits:

  • Visit Urban Wildlife for more information
  • Call 311 — to report an ill, injured or aggressive coyote

Sexual Assault or Domestic Violence

You witness or are a victim of sexual assault.

  • Call 911 — Report the sexual assault if you see or experience it happening

You witness or are experiencing domestic violence

Smoking and Patio Violations

You see people smoking or vaping tobacco or cannabis in non-smoking areas

You see a patio over capacity

  • Call 311 - Contact the City of Edmonton to report your concern, provide the location and the requested information
Unethical Employment

You witness staff drinking or participating in unsafe activities on the job:

  • OHS Complaints — Report the safety concern online to Occupational Health and Safety

You notice staff are unlicensed or paid illegally:

Lights Out In Street Or Park

You notice a street light is burnt out:

  • Call 311 — Contact the City of Edmonton and provide the requested information.

Playground Maintenance

You notice a playground or Green Shack requires structural maintenance:

  • Call 311 — Contact the City of Edmonton and provide the requested information.

Greenery Maintenance

You see a tree on public property in need of maintenance:

  • Call 311  Contact the City of Edmonton and provide the requested information.

Lost or Wandering Pet
  • Call 311 to report it to the City of Edmonton
  • Visit Lost Pets to view the steps if you have lost your pet or you find a stray animal. 
Loitering, Panhandling, Graffiti & Vandalism

You witness people loitering or panhandling outside a business or on a street corner. 

  • Call 211 and press 3 — to access the 24/7 Crisis Diversion team
  • Call 780-423-4567 — Edmonton Police non-emergency line to report the incident

You see vandalized public or private property (graffiti):

  • Graffiti Management - to apply for the Professional Graffiti Cleaning Program for removal at no cost to the property owner
  • Report it on 311 app - Click New Request, Graffiti/Vandalism and choose the appropriate option. Take a photo and fill out the online report

Homelessness, Camps, Tents/Shelters

You see a person regularly sleeping in public areas:

  • Call 211

Take action. Ask about Street Outreach Services or provide as much detail as possible and information will be relayed to Boyle Street Outreach or Bissell Centre Outreach Housing Team.

You come across an encampment, tent or shelter on public or private property:

  • Call 311
  • 311 App

Take action. Be prepared to provide details about the camp's location. City Park Rangers are notified and will assess the encampment risk as soon as possible after the initial 311 report. Street Outreach will work to connect the individuals living in the encampment with support services and housing options. Once the encampment is closed, Park Maintenance crews will clean up and restore the site.

Mental Health

You see someone who is struggling with mental health, experiencing a mental health crisis or psychosis.

Litter

You see litter or an overflowing garbage can on public property.

  • Call 311 — Report the problem to the City of Edmonton and provide the requested information
  • Use the 311 App — Click New Request, Litter, Litter Public Property and choose the appropriate option. Take a photo and fill out the online report

Your complaint will be investigated. If the issue can’t be resolved with the property owner or manager, Capital City Clean Up will visit the site and clean it up.

You see a dead animal on public property:

  • permits.edmonton.ca — Click Bylaw and Animal Complaints to report it. 
  • 311 App — Click New Request, Litter, Dead Animal Removal to report it.

Parking Violations

You see someone is parked in your paid parking spot:

  • Speak to the property manager or parking authority service to see if they can address the concern
  • Call 311 — Report the problem to the City of Edmonton and provide the requested information
  • Use the 311 App — Click New Request, Parking Enforcement and choose the appropriate option. Take a photo and fill out the online report
Nuisance Property

A property does not appear to meet Alberta Health's Minimum Housing and Health Standards:

Nearby properties are continuously noisy or disruptive at night:

  • Call #377 or 780-423-4567 — the Edmonton Police non-emergency line to report the issue.
Needles

You step on a needle and it punctures your skin:

You find a needle in a public place:

  • Safe Needle Disposal
  • Call 311 press 3 - Explain where you found the needle and the operator will guide you through safe disposal of the needle.

You find a needle on your property or public property:

You can safely handle and dispose of a needle by picking it up with gloved hands or tongs. Place the needle in a metal or plastic container, then wash your hands with soap and warm water. Do not bend, snap or re-cap the needle and do not throw the needle in the recycle or trash.

Safely stored found needles can be taken to an Eco Station for proper disposal. Although it is always important to use caution, there is minimal risk with picking up a used needle.

Gang Activity

You see what appears to be a gang threatening someone.

You witness gang-related activity or advertising of weapons.

  • Call 911 — Emergency Services if you see the occurrence in progress. Do not approach the gang but capture as much detail as you safely can

Provide detailed information about what you witnessed. If it's safe, record the licence plate number or vehicle model.

Door To Door Sales

A door-to-door sales person is trying to sell household energy products, which is now prohibited by law.

Door-to-door salespeople are harassing you after you've declined their product.
