Permanent Program

The Clean Energy Improvement Program (CEIP) is an innovative approach to financing energy retrofits in residential, commercial and multi-unit residential buildings that make the building more energy efficient.

  • Through CEIP, the City of Edmonton finances up to 100% of the upgrade’s cost at a competitive interest rate* which is then repaid through the property’s tax bill at terms up to 20 years. 
  • Because financing is tied to the property rather than the owner, repayment can be transferred to a new owner on sale of the property. 
  • Residential property owners and owners of multi-unit residential buildings (MURBs) can finance up to $50K of retrofits through the program. Commercial owners will have up to $1M (greater amounts per project may qualify). 
  • Common upgrades include replacing windows and doors, adding insulation and installing solar PVs.

* Interest rate = range of 3.16%-6% with the lowest available rate provided at time of payment.

CEIP Coaching Services

This year, we are piloting CEIP coaching services for up to 40 CEIP participants during their retrofit CEIP journey. Energy coaches will provide technical retrofit knowledge as well as help navigate the program. Coaches will help participants understand their Home Energy Evaluation, learn the Net Zero pathway specific to their property and  help educate property owners on other relevant support programs. Coaching will be delivered in various ways including through webinars, email, group sessions, one-on-one sessions. CEIP Pilot (2022-2025)

On March 29, 2022, a two-year CEIP Pilot Program was launched and has resulted in more than 60 retrofitted properties. City Council approved the permanent Clean Energy Improvement Tax Bylaw on May 13, 2024 that allows for a multi-year program with an initial $20M in available financing.  The CEIP Pilot Program is no longer accepting applications.
