The City of Edmonton helps create more affordable housing by offering City-owned land, capital grant funding and development resources to non-market housing providers.

Edmonton is growing and so is our need for housing. Right now, 1 out of every 8 households is paying more than it can afford in housing costs, or lives in crowded or unsafe conditions, and can’t afford to move. The most effective way for cities to reduce poverty is to increase the supply of affordable and supportive housing.

Grant Funding

The City provides limited financial support to eligible non-profit and private sector entities to encourage affordable housing development. By acting as an early investor, the City helps recipients overcome development barriers and attract additional investment from other levels of government.

Affordable Housing Investment Program

Provides limited grant funding - up to 25% of total construction cost of the affordable housing component of a project - to eligible non-profit and private sector entities.

Indigenous Housing Grant Stream

The Affordable Housing Investment Program includes a grant stream specifically for Indigenous-led housing providers. It provides limited capital funding of up to 25%, with opportunities for  40%, of total construction cost of the affordable housing component of a project.

Provides grant funding to offset municipal property taxes for non-profit affordable housing providers.

Infill Infrastructure Fund

Provides funding for shared public infrastructure to support new market and non-market multi-unit housing in nodes and corridors and near transit.

Land Sales

City-owned land listed for sale for non-market housing development is typically shovel-ready, meaning the City has already received rezoning and subdivision approval.

Developers can also consider buying other City-owned properties, however the process may take longer due to additional pre-development activities.

Enhanced Permitting Process

The City prioritizes the review of permit applications for new affordable housing developments and the refurbishment of existing ones.

Apply for Permits

If your project meets the criteria, you may be eligible for enhanced permitting services through the Client Liaison Unit (CLU). The CLU will work with permitting and technical review staff to streamline your permit applications, improving predictability and timelines.
