On April 10, the City released a report to confirm the municipal tax levy for 2025.
The report recommends a property tax levy increase of 5.7% for 2025. This is a 0.4% decrease from what Council approved in the fall due to changes in the provincial budget that partially restore Grants in Place of Taxes (GIPOT) payments. GIPOT is the program that provides municipalities a grant in place of property taxes for Government of Alberta properties (such as the Alberta Legislature). GIPOT will increase from 50% to 75% in 2025, then 100% in 2026, which means the City will see an increase in revenue on an ongoing basis of $8.6 million in 2025 and another $8.2 million in 2026.
The municipal tax levy confirmation limits adjustments to the planned tax increase unless the change is required because of unforeseen circumstances, like the change to GIPOT.
Council will discuss this report and finalize the 2025 tax levy on April 22, 2025.
