Capital Line Design-Build Ltd., a member of the Ledcor Group of Companies, with AECOM as their design partner, has been awarded the Design-Build contract for Phase 1 of the Capital Line South Extension project. Over the coming months, Ledcor’s team will begin detailed design with major construction along 111 Street anticipated to begin in 2025. Early works construction will continue along the alignment throughout 2024. Major construction is anticipated to take 4–5 years to complete, followed by testing and commissioning.

Early Works Construction Along 111 Street

Early works construction, including utility relocations, will continue throughout 2024 at many locations along the alignment. This work prepares the alignment in advance of major construction.

City awards the Design-Build contract for Phase 1 of the Capital Line South Extension

City awards the Design-Build contract for Phase 1 of the Capital Line South Extension.

Capital Line Design-Build Ltd., a member of the Ledcor Group of Companies, with AECOM as their design partner, has been awarded the contract for Phase 1 of the Capital Line South Extension project from Century Park to north of Ellerslie Road.

Capital Line Design-Build Ltd. will begin major construction in 2025. Construction is anticipated to take 4–5 years to complete, followed by testing and commissioning.

Visual Screen Fence along 111 Street

An 8-foot-tall, double-boarded, overlapping, pressure-treated wooden fence is being offered to eligible property owners along the LRT alignment. The fence will be built on the property line.

Fence construction began in mid-June 2024.

Procurement Process to Select the Design-Build Contractor

In June 2022, a Request for Qualifications (RFQ) was issued to identify and shortlist qualified bidders to design and build this LRT extension. Two bidders were shortlisted. The Request for Proposals (RFP) was issued to the two shortlisted bidders on March 31, 2023.

May 16, 2023 City Council meeting

On May 16, the LRT project team discussed recommended project scope changes with City Council that are needed to remain within the approved project funding. Changes to the project scope were the result of significant economic pressures and market uncertainty that arose since the original project cost estimate was prepared in 2020. The following scope reductions/deferrals were recommended and approved by Council:

Heritage Valley North Station (changed from elevated station to at-grade station)
Heritage Valley Park & Ride (deferred the expansion (from 1100 stalls to 1900 stalls) to a future project)
LRV order (reduced to minimum service requirement and spares)
Operations & Maintenance Facility (reduced storage capacity for LRVs, and repurposed ROW equipment storage area for interim light maintenance)

On May 16, three motions were made at Council. Below is a high-level summary of Council’s decisions:

Twin Brooks station will get built.
Visual screen wall will not be made of concrete or brick (the decision has been made to build an 8-foot tall wooden visual screen fence).
Project team will prepare a cost analysis for future construction of a grade-separated Ellerslie Road between 127 Street and 135 Street.
- This cost analysis is just for information, not for making a final decision about grade separation as Phase 1 of the project does not cross Ellerslie Road. A decision about grade separation at Ellerslie Road will be made at a future date that has yet to be determined.

About The Project

Build Phase

The extension will be completed in two phases. Phase 1 will extend the line from Century Park to just north of Ellerslie Road, and Phase 2 will extend from Ellerslie Road to Allard/Desrochers. Concept design for Phase 2 has been advanced.

Capital Line South Phase 1 (Century Park to just north of Ellerslie Road) is a 4.5 km long, high floor LRT and includes:

An underpass at 23 Avenue
Bridges crossing Blackmud Creek and Anthony Henday Drive
A new operations and maintenance facility south of Anthony Henday Drive
A neighbourhood LRT station at Twin Brooks (which will be smaller in size compared to a multi-modal transit station like Century Park)
A multi-modal LRT station connecting to the Heritage Valley Park & Ride just north of Ellerslie Road

When to contact the City of Edmonton

In 2024, utility providers and the City of Edmonton’s early works contractor, EllisDon, are working along 111 Street to prepare the LRT alignment for major construction, which is estimated to start in 2025. Contact the City for any of the following work:
